Additional bisection has now identified the commit when the failures
started:

  2017.12.31.06.57.12 maxv src/sys/kern/uipc_mbuf.c,v 1.174

The t_canfilter failures have been fixed, but the t_ipsec_tunnel_odd ones
were still failing as of source date 2018.01.07.03.35.43.
