  | Greetings,
  |
  | Seems like adding MAKEFLAGS= to distrib/sets/sets.subr
  | has made building of -current failing with:
  |
  |
  | makesetfiles ===> /dist/src/distrib/sets
  | nbmake[4]: no system rules (sys.mk).

This is the problem, What is the build environment when this happens?

That is, what is the build host (OS, version, and architectue) and what
actual build.sh command were you running ?

  | When I revert to 1.180, then it goes fine.

But fails in other situations.

  | By the way, I would also remove the second $NetBSD$ marker,
  | which gets tagged on every update. ;)

Had not noticed that ... will clean it up when we work out ...

  | Please, fix. :)

for which I need to work out why it is failing for you, and apparently
no-one else.

It may be that it is working on NetBSD hosted builds because of using the
host /usr/share/mk rather than the new one from the target being built
(which for the purpose would seem to be working) or it may be that something
in the way build.sh is being invoked is not setting things up correctly,
but we need to find what that is, before the correct fix can be found.
