npf crashes on empty hash table load (amd64)

Hi,
using the following /etc/npf.conf and an empty file "/etc/npf_blacklist"
I get a crash in hashinit(): "KASSERT(elements > 0);"

/etc/npf.conf:

$ext1_if = inet4(msk0)
alg "icmp"
table <blacklist> type hash file "/etc/npf_blacklist"
group "external1" on $ext1_if {
	block in final from <blacklist>
}
group default {
	pass final on lo0 all
	block all
}
