missing /etc/rc.d/nsd file?

The daily security job is complaing that /etc/rc.d/nsd is missing from 
my recently upgraded system.  I check in the original build $DESTDIR and 
the file is also missing from there.

This is on a nearly-current 7.99.59 system built from sources that were 
updated via anoncvs on 2017-02-15 at 11:46:59 UTC

Did I miss an update somewhere?  And what is nsd (man nsd provides no 
results).
