bnx(4) hangs during multiuser NFS boot of -current (7.99.55)

I have a few machines which use the Broadcom NetXtreme gigabit ethernet
interface (bnx(4)).  I had opportunity to boot 7.99.55 on them today and
when booting as a diskless client, the machines froze during rc script
processing with:

  Building databases: dev_

The wscons console still responds to keystrokes and echoes them, but
no further progress is made.  Holding the power switch is the only way
to regain control of the machine.

Net-boot/NFS root in single-user mode, the network interface works and
passes traffic.  During multi-user startup it is reconfigured using
'dhcpcd' and then hangs as shown above.

Observed on:

  Dell PowerEdge 1950 (III)
  Dell PowerEdge 2950 (II)
  HP ProLiant DL380G5
  IBM System x3650

All are set up to boot NetBSD/amd64.

The PE1950 currently has no local disks so can only be a diskless client.

The PE2950, DL380G5, and x3650 have a local disk installation of 7.1_RC1,
so I put a 7.99.55 kernel and modules on them and booted from disk.
Using this, I re-installed the 7.1_RC1 kernel and sets via an amd-managed
NFS mount.  The interface seems to work fine under -current this way.

Moving "etc/ifconfig.bnx?" aside in the NFS root so no reconfiguration
of the interface is done (using only what was configured during the
kernel NFS BOOT operation) does not help.  It still hangs as shown above.

It used to work with -current as of 19 September 2016 (Yarr!)--the last
time I booted the PE1950 for testing.
