If you're ok to download the full installation sets, e.g. you could use
these ones:

ftp://nyftp.netbsd.org/pub/NetBSD-daily/netbsd-7/201505031900Z/images/NetBSD-7.0_BETA-amd64-install.img.gz
ftp://nyftp.netbsd.org/pub/NetBSD-daily/HEAD/201505041130Z/images/NetBSD-7.99.15-amd64-install.img.gz

In the past, they worked for me on a USB stick.
