Yes, that was it.  Thanks.  I added ip6mode=autohost to rc.conf and put
this in my ifconfig.wm0:

siren netmask 255.255.255.0 broadcast 192.168.3.255
inet6 2001:44b8:25e:2d00::1 prefixlen 64 alias; dhcpcd -dB6T --nodhcp6

and now I can ping6 ftp.netbsd.org.
