Pull up r1.68 (or later) of "sys/arch/x86/pci/pci_machdep.c" to netbsd-7?

also affects netbsd-7 for kernel configurations with an emulated display
(genfb, or one of the drmkms framebuffers) if VGA_POST is not defined.

It was fixed in -current with r1.68 of "sys/arch/x86/pci/pci_machdep.c".
