Syntax error in src/etc/ntp.conf ?

The provided ntp.conf file contains the following lines:

...
# New ntpd disables the ntpdc protocol by default, to re-enable uncomment
# the following line
# enable mode7
...

However, if I uncomment this line, ntpd reports the following messages:

ntpd[21373]: line 38 column 8 syntax error, unexpected T_String
ntpd[21373]: syntax error in /etc/ntp.conf line 38, column 8

What is the correct syntax?
