new dhcpd - only working in debug mode?

Hi,

I just installed the new dhcpd from -current. Strangely to doens't seem 
to work (respond) when run in normal mode. Usinged the -d debug flag 
makes dhcpd respond again. Is that an import/merge error or possibly
a local tree error at my site?
