Sorry, I commited my changes too soon. This is also broken on amd64 with
MKSLJIT=no. How can I make it conditional in mtree? Or should I make it
unconditional entry in flist instead?

As far as I know, you cannot make in unconditional in the mtree file. It (the directory) needs to be unconditional in the flist.
