Singificant increase in test failures on amd64

Looks like a large number of tests have started failing on amd64, even 
though the tests are running OK on i386.  I suspect the recent semaphore 
changes [1] might be responsible, as this is the only change that 
appears remotely relevant to the wide variety of failing tests.

Failures noted on both the official NetBSD test beds [2] and my own [3]
