Almost assuredly not.  It's been integrated with the IPv6 stack and
with ALTQ in ways that make it basically impossible to use any other
packet filter if those changes are in the kernel.  That is why we never
imported it in the first place.

The person responsible said he'd fix this, but, sadly, he has passed on.
And it seems unlikely that anyone else will do the work.
