Builds failing looking for libpam.so

I have had amd64, i386 and macppc builds failing with this:

   #     build  pam_chroot/libpam_chroot_pic.a
   ...
   nbmake: don't know how to make 
/usr/NetBSD/src/lib/libpam/libpam/obj/libpam.so. 
   Stop

I see the change to libpam/modules/mod.mk, but it seems like it
might conflict with this bit of libpam/Makefile:

    # The modules must be built first, because they are built into the
    # static version of libpam.
    SUBDIR= modules .WAIT libpam
