Are you sure the router can sustain more than 1Gbit/sec, regardless of
what the client and server routing across it are?  450Mbit/sec across
the router is about 900Mbit/sec of work total (of course the router does
not have to do TCP).

Do be sure IP checksum offload is enabled on the router's interfaces.

The only driver option you may have missed on the clients is segmentation
offload: "tso4" and "tso6" for TCP on v4 and v6 respectively.  But that
will probably not change anything here.
