Build breakages I made in the last days

During working on my experimental "extsrc" changes & misunderstood "syspkgs" 
changes, we have had possible build breakages.

a) tools/ build failure

tools/Makefile.host Rev. 1.25 is broken.  Make sure you have 1.26 or <1.25.
Remove ${OBJDIR}/tools and re-run build.sh tools.

b) distribution / sets creation

There was a ~4 hours window where distrib/sets is broken between:
        Wed Dec  2 14:00:00 UTC 2009
        Wed Dec  2 18:00:00 UTC 2009

Please make sure you have newer source tree, especially distrib/sets/sets.subr
Rev. 1.101.  Remove ${DESTDIR}/etc and re-run build.sh distribution sets (or
whatever you want).

Also run these for safety:
        rm -f ${NETBSDSRCDIR}/etc/mtree/NetBSD.dist
        rm -f ${NETBSDSRCDIR}/etc/MAKEDEV
These can occasionally creep in manual nbmake-XXX operation & cause odd build
failures, which I can't explain very well.
