there is a number of non-developers on this list. They track -current for different reasons, some wan bleeding-edge feature, some are just testing. Actually netbsd-current tends (or at least used to tend) to be very stable most of the time, so it is quite usable. And they see HEADS-UP announcements on this list to see if there is good or bad time to update and rebuild system.
