Yes.
I tried it again after setting ip6mode=autohost in /etc/rc.conf,
reboot, and got the same result.
(In fact, rtsol fails and prints 'kernel is configured not to accept RAs'
if net.inet6.ip6.accept_rtadv is 0)

The kernel with nd6_debug=1 prints the following message into
/var/log/messages.

Nov  6 20:39:11 dixie /netbsd: in6_ifadd: wrong prefixlen for ppp1 (prefix=64 
ifid=0)
