build fails on read-only /usr/src

Its src/external/bsd/flex/dist

further to this, when I mounted /usr/src readwrite it updated scan.c,parse.c and parse.h so I suspect that some files have been updated inthe src hierarchy but not checked in in the correct timestamp sequence/values to satisfy the Makefile dependencies
