Of course you have to ask each copyright holder to remove all of them.

AFAIK, we did it manually (unlike other *BSD guys) and
we are not so perfect, so some of them could be missed.
You can still file a PR about UCB's ones like misc/39573
rather than blaming it.
We have "Legal Mumbo-Jumbo" for the clauses (at least in install notes),
but I wonder if how many other OSes include such notice...
