sysinst split project proposal

Hello all.

I've made a proposal about working on the sysinst split project in
tech-install@. Would you mind to take a look? (and maybe make
contributions to the discussion - which can be moved to this list if you
prefer)

Both Eric Haszlakiew and Mark Kirby already made worth comments.

A friend of mine (also NetBSD fan) maybe will help me.
