I'm running 5.99.15 amd64 kernel and userland, both built from sources
that were current as of 2009-07-19 14:09:23 UTC. A quick test here
shows no noticeable delay:

I will confirm that, just as Iain reported, I get the following logged
on the console for each eject:
cd0(viaide1:0:1): not ready, data = 00 00 00 00 3a 00 00 00 00 00
