stuck on quotas

Do quotas still work?  I'm trying on -current and get the following error:
lurch# /etc/rc.d/quota start
Checking quotas:
quotacheck: creating quota file /usr/local/quota.user
 done.
quotaon: user quotas using /usr/local/quota.user on /usr/local:
Operation not supported

My fstab:
/dev/sd0a       /usr/local      ffs     rw,log,userquota                1 1


Has anyone else tried this?
