mount_overlay info

Can anyone give me some information on what capability this command
provides?

I'm looking for the ability to mount a CD or read-only nfs path,
read-write onto a local directory on a target system.

Basically, underlay a directory with the contents of the CD, but write
new files into the directory (I think I described what I want).
