native xorg path puzzle

I have MKX11=yes in mk.conf, no MKXORG, and this is on i386, so I assume
the flavour will be xorg.

# cd src/x11/bin/xdm/config
# make -n configinstall
echo '#  ' "install " /etc/X11/xdm/GiveConsole
/usr/src/obj.i386/tooldir.NetBSD-5.99.01-i386/bin/i386--netbsdelf-install  -N 
/usr/src/etc -c -p -r  -o root  -g wheel  -m 555   
/usr/xsrc/xfree/xc/programs/xdm/config/GiveConsole /etc/X11/xdm/GiveConsole

Why would that be xsrc/xfree/xc/programs/xdm/config/GiveConsole rather than
xsrc/external/mit/xdm/dist/config/GiveConsole ?

(Admitedly the 2 files are identical, so it doesn't make any difference, but
does it make sense?)
