cvs co -r netbsd-5 brings back some Attic files

Almost all the 'U' are from cvs Attic and should not have been checked  
out.

I verified the problem on a different machine with:
cvs -d :pserver:anoncvs%anoncvs.netbsd.org@localhost:/cvsroot co -r netbsd-5 src/ 
usr.sbin/traceroute
and src/usr.sbin/traceroute/README is checked out.
