Obviously ${TOOL_SED} is not defined at that point.  You didn't explain
what you did to get the error, but if you are building with USETOOLS=no
or USETOOLS=never then this is a known problem.  You can just pass
TOOL_SED=sed on the command line or in the environment until such time
as I fix it properly.
