Floppy disk shuffle



When booting a -current i386 build from floppies, I'm asked to insert
disk 1 again after disk 2:

  >> NetBSD/x86 BIOS Boot, Revision 5.0

  >> Memory: 639/31744 k
  Press return to boot now, any other key for boot menu

  Please remove disk 1, insert disk 2, and press return...

  Please remove disk 2, insert disk 1, and press return...

This happens with sources from 20080602-2224 EET, but not
with sources from 20080516-1010 EET.

Is this change in behavior intentional, or a bug?
