This prototype seems to exist in two places, also in
x86/include/pci_machdep.h, for a procedure in x86/pci/pchb.c.  The two
pci_machdep.h files look similar, but not really the same.  Perhaps
there should be a comment that explains the plan, because from outside
looking in it is non-obvious.
