ifconfig, socket locking, diagnostic panic, whee

Hi,

So, I got this lovely panic:

# ifconfig -a

This is reproducible for me.

This is a XEN3PAE kernel, 4.99.61,
sources might be a day or three out of date.

Maybe someone wants to know.
