I am working on fixing this.  I have been a bit distracted with a new
laptop but now that I have the bedding down issues under control I will
revisit this.

When I left off I had applied locking where I think it is needed.  I have
used a rw lock because most of the veriexec operations should only need
to read information but if something needs to be updated then we need to
ensure no other thread is using that information.  Grabbing the lock in
write mode should be an infrequent event.
