HEADS UP: Linker warnings are now fatal if ${WARNS}>0

Hi folks.

I've added an extra setting to <bsd.sys.mk> such that
linker warnings are now fatal if ${WARNS} > 0.

A full distribution build works on i386, after I cleaned up
some lingering uses of mktemp(3). Hopefully there isn't
port-specific stuff that will trip over other archs.

If necessary we can add a knob to turn this off on
a per-Makefile basis if necessary.

cheers,
Luke.
