Being on topic. I'm helping to an apprentice working on C11 <uchar.h>.

We have now landed into a problem of missing ISO/IEC 10646 (in practice
wchar_t == UTF-32) and finally getting locale independent wchar_t
representation. We are now evaluating whether to resume
perseant-stdc-iso10646.
