It wasn't me doing the asking, but yes, as I understood the proposal,
that is exactly what it was asking - fill in the name from sysctl 
hw.root-device (or whatever it is) with the partitition letter to make
sd0b or wd3a or whatever it makes.   So the drive name comes from
sysctl (and replaces "ROOT=" (probably with /dev/ prepended)
and the a/b/c/... is appended to that,   That's all it was.
