The sentence described local policy, so: agreed.

I think example /etc{,/skel}/*sh dot files, extensively commented, should
go to /usr/share/examples, with minimal default files in /etc/skel. That
way, it is clear to the admin she has to make up her mind about appropriate
defaults.
