Of course, anything started but not used waists memory, that's
something you can't know in advance :)

On some ports you can; some ports don't support any hardware on which
powerd is ever of any use. (I think dreamcast qualifies, for exmaple.)

In that case, we can use power management backends. Change is minimal to powerd(8) to tell it to exit when there is none (see the POWER_IOC_GET_TYPE ioctl).
