I faintly remember having this discussion before, but cannot recall a
resolution. How do I ask autoconf for giving me C99, please? I used to
have AC_PROG_CC_C99 (or the like) and assumed that this does convey the
intend to have the source compiled in C99 mode, if possible, but that
got deprecated long ago.

Is there upstream discussion about this desire? Should it get started?
