Should I just use "bob dev" to create a sandbox, run bootstrap in there and package the result?

That's the way I currently do it, yeh.

If so, would it make sense to have something like a "bob createbootstrap" command?

I've toyed with the idea of doing this, but the problem is you'd end up having to essentially do everything you'd normally do with the bootstrap script (set up environment variables, add all of the different arguments you want), so that you'd end up with a bit of confusion between what the bob command supports, what the bootstrap script supports, and anything else that might need handling (for example saving any files generated by bootstrap, or inserting files that it might use like mk fragments, etc.)

So far I've not found a viable solution that actually simplifies things here, but I am open to adding it in the future if it does.
