wip/tuptime: new package, please review for import (sysutils)

Hi,

I've added the wip/tuptime package. It is a system uptime history 
tracker, it records boot and shutdown events and reports 
historical/statistical uptime, preserved across reboots.

It is a pure Python 3 script (uses sqlite3 from the standard 
interpreter, no extra dependency), ships an rc.d script and runs with 
cron as a dedicated _tuptime user.

pkglint is clean and it builds, installs and runs on NetBSD 10.0/i386. 
I'm the upstream author.

Could someone review it and, if it looks good, import it? Happy to make 
any changes you suggest. I think it would be imported into 
sysutils/tuptime.

It is already packaged in FreeBSD ports (sysutils/tuptime) since 2015.
