[Package update] qutebrowser is very outdated

Hi
Today I would like to install qutebrowser, but I noticed it's
very outdated on Netbsd 11 Rc.

The current version of qutebrowser is ver. 3.6.3, the version founded by pkgin search on netbsd is 1.13.1nb30

The gap is a major one, also because newest versions of qutebrowser dropped qt5 in favor of qt6
