To suppress the error message about including a "forbidden" file, your
comment needs to include one of these words:

"builtin", "include", "included", "including"

I'll teach pkglint to reveal how to suppress such diagnostics, and to
also mention the expected keywords to use in the comment, if any.

There are a few other places where you can suppress a warning by
providing a rationale in the line above, or at the end of the line, but
for most warnings, it's not possible yet.
