pkgsrc is frozen for the 2025Q2 branch

Hi all!

pkgsrc is now frozen in preparation for the 2025Q2 branch. I would like to 
do the branch some time next week.

You know the rules of the freeze, but let me restate quickly:

Micro updates to leaf packages are okay.

For updates to non-leaf packages, please ask me and/or pkgsrc-pmc before 
proceeding. (I'll be afk however from Thursday to Sunday this week.)

The lang/pear fix is pre-approved :)

Build fixes, including for just one platform, are okay, provided they 
don't cause breakage on other platforms.

It would be awesome if y'all could run some bulk builds on your preferred 
platform, so that we can find breakage and fix it. The more, the better. 
Even if you cannot run a bulk build, just watch the HEAD builds on 
https://releng.netbsd.org/bulktracker/ and fix any errors that appear.

I will send a followup to tech-pkg@ with some more things that I saw in 
builds that should get a fix during the freeze.
