Hi Adam!

With my pmc hat on: Please change the build system for sqlite3 back to
the one before the latest update (i.e., not using jimtcl).  If that
means reverting the update, then please revert the update.

Others:

- please document the problems with REQUIRES in a PR
- please submit bug reports for jimtcl build problems upstream
