Vast numbers of packages create a user/group automatically with some
files chowned to that. I haven't seen a MESSAGE

pkgsrc is meant to wrap upstream packages, not be a fork. If an
upstream package's documentation needs a quickstart, they should provide
that. If you don't have time to understand what a package does and how
you want to configure it, I don't understand why you have it installed.
If a package that is a dependency needs to have manual attention paid to
it, that's probably an upstream bug and should be fixed upstream. I
encourage you to help fix anything you find troubling in this regard in
the upstream projects.
The point we disagree on more fundamentally is that you seem to think
the content we have in 1000 MESSAGE files is mostly actually useful. I
see it as mostly noise, a bit of misplaced DESCR, and a bit that belongs
in README.pkgsrc.
