After moving the notices to readme files, can’t a package with critical notices add a line to a notices file with its name and version, to be consulted with each pkg tools run (like the vulnerabilities file)? The tools could point you to the relevant readme(s) and advise you to silence this by editing the file to comment out the line. Commented out lines for old versions could be automatically cleaned up. A per-notice key could be used to avoid re-adding a redundant line for newer versions, but instead just updating the version in the file.
