I'm not a committer, but I would prefer pre-commit as well so that the
tree is always in a high-quality state.  It's frustrating to check out
HEAD and build something and have that fail and then try to figure out
why and wonder if maybe I just happened to get the tree at a time that
it's broken, and then try updating the tree, maybe look for recent
commits that might have broken something, try to build again, and so on.
If the tree is always in a high-quality state, all of that goes away,
and that would make for a much better experience to me.
