How would it do that, when there is a tool.mk it is supposed to use, and
which does not have such a facility?

The pyproject.toml says:

  requires = ["maturin>=1.2,<2.0"]







(Plus there's "maturin and python culture are buggy because people are
releasing updates that require really maturin" but that doesn't help fix
it!)
