libatomic for python

Hi,

I'm happy that python is now fixed for 32 bit ARM, but we have another 
little issue with python313:

ld: cannot find -latomic

error: command '/usr/pkgsrc/textproc/py-libxml2/work/.cwrapper/bin/gcc'

pkg_info | grep atom
libatomic-13.2.0    Atomic fallback implementation for GCC

NetBSD 10, latest pkgsrc, earmv6hf.
