A good point; I have been on the verge of saying something.
Let's say the guideline is don't change stuff like this during freeze
(HOMEPAGE, MASTER_SITE) unless it is wrong in a way which causes the
package to fail to build or fail to behave correctly. That means
out-of-date HOMEPAGES will persist, and less-good MASTER_SITES that
still work will persist, even if http could be upgraded to https.
These fixes are fine post branch of course.
