Broken pkgtools/digest

Hi,

It seems we have several instances where default actions are broken, which 
is likely fine for those of us who know better, but definitely aren't for 
casual users.

Just remembering off the top of my head, updating mail/milter-greylist 
doesn't work without manually rebuilding something else. I forget what.

Today's nitpick:

This is both with "make update" in another package and "make update" in 
pkgtools/digest.

Are things like this worth PRs, or is it better to just mention them here?
